New York’s unemployment system will go offline at 5 p.m. on Nov. 2 and stay down for nine to 12 days while the state Labor Department swaps in a replacement. More than 100,000 New Yorkers who collect benefits could see their payments delayed.

What claimants cannot do during the unemployment shutdown

For the length of the outage, there will be no way to file a new claim, certify for weekly benefits or renew an existing claim, whether online or by phone. The unemployment hotline will be unavailable too.

Timing is key. Labor Commissioner Roberta Reardon said anyone who finishes the weekly certification ahead of the 5 p.m. cutoff on Nov. 2 should be paid for the skipped week retroactively, once the replacement is up and running around the middle of the month. For anyone who lets the cutoff pass, the gap could stretch to two payments.

The state’s job-search rules stay in force throughout. In most cases, a claimant has to submit at least three job applications per week. Keep a log of each one, along with any other required search activity, and send in that documentation after the system returns.

What changes in the new NY unemployment portal

According to Reardon, the system being retired runs on a process that dates back roughly 50 years. The state first asked for replacement proposals in 2017, and Tata Consultancy Services won the job two years later. Then COVID-19 hit, claims soared to record levels and the project was thrown off course. Hotline calls climbed 2,700 percent in the pandemic’s first weeks, and some New Yorkers went months without a first payment. A few interim fixes followed in 2022: the website got a new look, weekly certifications could be signed electronically, and a chatbot began fielding common questions.

Claimants will be able to use the replacement on a phone, and sending in the documents a claim needs should be simpler. Today, an applicant can fill out most of an application before the system reveals that something is missing. The new version will catch gaps earlier so people can fix them before they submit, and the department expects fewer hotline calls as a result. Claim and payment status will also be visible in real time, “kind of like the Domino’s pizza tracker,” Reardon said.

The Labor Department says it will let claimants know once the system is back up.

Quick answers

When will New York's unemployment system be offline?

From 5 p.m. on Nov. 2 for nine to 12 days. The replacement is expected to be running by mid-November.

What happens to benefit payments during the shutdown?

If you certify for the week before 5 p.m. on Nov. 2, the state says you should be paid for that week retroactively once the replacement is running. Miss the cutoff and you could go without two payments.

Do job-search requirements still apply during the outage?

Yes. Claimants usually must submit at least three job applications per week, keep a log and send the documentation once the system is back.
