All 1,148 apartments at Nostrand Houses, a 16-building NYCHA complex in Sheepshead Bay, Brooklyn, will be renovated over the next five years under a $607 million plan whose financing closed last week, Mayor Zohran Mamdani announced.

No deal had closed through the Public Housing Preservation Trust before this one. The city created the Trust in 2022 to fund repairs and upgrades at NYCHA properties. Roughly 2,000 people live at Nostrand Houses, and its tenants were the earliest to sign on, approving the move in a December 2023 vote. The city set up the Trust and the PACT program to steer more money into traditional public housing as federal support keeps shrinking.

What the Nostrand Houses renovation includes

Community Modernization Group is leading the work, which starts this fall. Every building gets new heating and hot water systems, new electrical wiring and plumbing, and new elevators. Kitchens and bathrooms will be taken down to the wall structure and rebuilt with new fixtures, finishes and plumbing parts.

Inside each apartment, tenants will get new appliances, quartz countertops, scratch-resistant floors, energy-efficient double-pane windows and new intercoms. Window heat pumps will let residents control their own heating and cooling, and every unit gets a laundry hookup. Crews will also remove lead and mold and use mold-resistant materials and paint.

The accessibility work adapts 81 apartments for residents with mobility needs and modifies 48 for residents with visual or hearing impairments. For security, the buildings get upgraded access control, more CCTV cameras and a guard on site.

Who will run the buildings

NYCHA will keep managing the complex, with more resources for daily operations. A new on-site management office will house property management and maintenance staff, and more than 40 employees will work at the development. Kings Bay Y will offer social services there, including case management, housing stability support, crisis intervention, youth and senior programs, and workforce development.

Mamdani said the city wants the repairs to last for decades and plans for NYCHA to go back to building new homes as a public developer. “The tenants of today deserve nothing less, as do the tenants of tomorrow,” he said.
